Can't Turn in Quest - Schematic Reassimilation: Viperid Menace

I completed Schematic Reassimilation: Viperid Menace and there's a yellow question mark on my map but I can't turn in the questTurning in Schematic Reassimilation quests requires completing the research for Sopranian Understanding. If you have not yet completed this research, you will see a completion mark on your map but will not see the NPC.
