This error typically indicates a temporary issue with Blizzard services that is making the game unavailable. Check for outage information on Twitter @BlizzardCS, the technical support forums, or wait a while and then try again.
This error can also show if your account has been locked due to a payment issue, such as a chargeback that has not been repaid. If you need to resolve a payment issue to unlock your account, contact CS for assistance.
